Qilu Hospital of Shandong University is a first-class comprehensive hospital under the supervision (management) of the National Health Commission (NHC), the leading party and main employer of the first national medical centers jointly established by NHC and the provincial government. Founded in 1890, the hospital is located in Lixia Historical Preservation District, Jinan City. As an affiliated hospital and teaching hospital of Shandong University, it has long been upset with the original layout layout which can no longer meet the current needs of medical treatment, education, scientific research and so on. In this context, the design of Qilu Hospital from Shandong University Emergency Medical Building (project) began in 2020. The project is an 800-bed medical complex for medicine, teaching and research, including functions of emergency medicine, diagnosis and treatment of internal medicine, imaging center, scientific research and teaching , medical laboratories, etc. The buildings are in a double-tower layout, with the north tower for administration and scientific research, the south tower for medical treatment, extension teaching platforms, canteen, emergency medicine, imaging, intensive care unit (ICU), operating room, etc., garage basement and MEP rooms . Upon completion, the project is expected to promote the integrated development of Qiluu Hospital of Shandong University in medicine, education and research, and set an example for the construction of the National Medical Center. Due to the narrow site area and complex topography, the project has high FAR quality and high density, which, along with the renovation and expansion of the hospital, has resulted in many complications and conflicts. Therefore, how to reconnect the large hospital with urban fabrics through design, create a friendly and harmonious urban façade, and implant the giant medical complex into urban public life has become a great design difficulty and challenge. In this regard, the design team decided to always keep in mind the design goal, that is, to create an open, efficient and humane hospital that coexists with the city.
Function: Treatment and Competence - The Emergency Medical Building is a regional emergency center for prehospital first aid, in-hospital emergency treatment, emergency surgery, and intensive care units. The immediate vicinity of Wenhua West Road ensures emergency access to ambulances. The rooftop helicopter apron is vertically connected to the emergency center, emergency treatment rooms, surgery center, intensive care unit, and other departments for both ground and air rescue. Thus, a fast, effective and comprehensive medical treatment system for emergency and serious diseases has been created. Unlike the previous practice of the "Joint Interventional Center", the interventional center, which has a centralized islet intensive control room in the middle and digital angiography (DSA) operating rooms on both sides, ensures that the medical staff is able to see all the events taking place. Operations in catheterization labs from the central control room, where they can discuss with each other and support each other to ensure patient safety. This design approach is cost-effective in both manpower and time, and truly realizes the so-called participatory, intensive, and efficient design. The inpatient department is located on the upper floors of the medical technology platform, with elevators for direct access from both the upper and lower stairs, thus a close connection between the nursing unit, the medical technology department, and the emergency medicine department. The inpatient department provides easy access to areas of medical technology such as imaging centers and surgical areas, achieving shorter distances, higher efficiency, and greater safety for related functions. The design of dual nursing units realizes relatively independent inpatient wards, enables sharing of human resources and equipment, and ensures ward layout according to disease. Meanwhile, the central elevators improve the space utilization ratio.
Hospital and City: Coexistence and Balance - The project site, in the shape of a notched triangle with Baotuquan Campus of Shandong University in the south, and Baotu Spring Park and Quancheng Square in the north, is an important historical and cultural node of Jinan. The 23,800-square-foot site, with a height difference of 6 meters between the south and north sides, is subject to a building height limit of 60 meters. Besides, the excavation depth of the project in the spring area is limited. Due to the high FAR, the low maximum building height, and the shallow excavation depth, the project adopts a simplified two triangular tower plan after logical deduction and careful consideration, and a visual corridor is established between the two towers to avoid visual interference with the existing sick buildings. The streamlined platform in a flexible, smooth, concise, and changing appearance highlights the sense of horizontal expansion, and depicts a unique image in the urban street corner. Partially elevated F1 helps create a friendly and natural spatial order and contributes to a more natural and harmonious relationship within the area by effectively alleviating the oppressive feeling of people. In this way, the relationship between medical facilities and the city is well balanced.

Abstract - Qilu Hospital of Shandong University Emergency Medical Building, like two valleys in a simple and humble gesture, creates a rehabilitation garden. In the future, the hospital, as a regional medical center, will inevitably undergo flexible and dynamic renovation inside along with urban renewal and changes in demographics, and this new emergency medical building, while meeting medical care needs, will integrate with urban public life with an open and harmonious posture.
